Dead letter offices: States closing the most mail centers

First-class stamped mail has declined more than 50 percent in the past 10 years, from 52 billion deliveries in 2002 to 26 billion in 2011.

By Michael B. Sauter, Ashley C. Allen, and Charles B. Stockdale, 24/7 Wall St.

The U.S. Postal service plans to close nearly half of the nation?s mail processing centers beginning May 15. The move, which follows a five-month study on 264 of the country?s 461 centers, puts more than 35,000 workers? jobs at stake. 24/7 Wall St. has identified the nine states where the USPS plans to close the most mail centers.

The plan is USPS?s latest attempt to stem mounting losses. At the current rate, the postal service?s debt is projected to reach $18 billion by 2015. The mail center consolidations are part of a plan to save $2 billion per year and $20 billion by 2015.

While it is still not clear exactly how these changes will affect delivery, a recent plan currently under consideration would make overnight delivery for first class mail impossible in many locations.

24/7 Wall St.: 8 reasons gas will hit $5 this year

The USPS is the first to point out that mail volume has declined precipitously because of electronic mail and the downturn in the economy. This places the postal service in an untenable position as it relies on revenue from mail service instead of tax dollars.

First-class stamped mail has declined more than 50 percent in the past 10 years, from 52 billion deliveries in 2002 to 26 billion in 2011. According to an email from USPS representative Sue Brennan, the drop in mail has resulted in significant excess capacity. She wrote, ?We have an infrastructure that has expanded over decades designed to handle hundreds of billions of pieces of mail and mail volume is no longer increasing. 2006 was our peak year. We need to right-size our infrastructure.?

According to the plan, neighboring facilities will absorb the functions of the 223 targeted centers. The USPS maintains that the 35,000 jobs will be lost through attrition, though employees will be relocated to other facilities initially. When not available, the employees will be offered other work, such as being post office clerks or mail carriers. In some cases, workers could be relocated to different states.

Nine states will see eight or more processing facilities closed. Almost half of the 223 plants scheduled to be shuttered are located in these nine states. For the most part, these states, which include California, New York and Texas, have the largest populations in the country.

24/7 Wall St.: 10 states that cannot pay their bills

If these measures are allowed to go through, some states will certainly be affected more than others. While unemployment in the U.S. has declined over the past year, it remains high in several states -- a number of which are set to lose the most processing facilities. Five of the nine states set to lose the most centers have unemployment rates above the national average of 8.3 percent. California and Illinois have some of the worst unemployment numbers in the country, and these cuts will only hurt their regional economies even further.

These are the nine states where the U.S. Postal Service wants to close the most mail centers.

1. California

  • Proposed closings:?14
  • Unemployment rate:?11.1 percent

Fourteen postal centers will be closed in California -- more than any other state in the nation. California is also the most populous state by a significant margin. Centers to be closed include Bakersfield, Industry, Long Beach, Pasadena, Stockton, Petaluma and North Bay. According to USPS spokesperson Augustine Ruiz, as reported by KPBS, overnight mail will be delayed by at least a day if the delivery address is further than 90 miles from one of the remaining processing centers. Ruiz also notes that employees will be given the option to follow their jobs to the centers where the work will be moved.

24/7 Wall St.: The most-profitable stores in America

2. Georgia

  • Proposed closings:?13
  • Unemployment rate:?9.7 percent

The USPS plans to close 13 processing centers in Georgia this year, including centers in Acworth, Albany, Athens, Augusta, Cartersville, Columbus, Douglasville, Marietta, Savannah, Swainsboro, Valdosta and Waycross. Some processing duties will be sent outside of the state. For example, some mail processing operations of the Augusta Processing and Distribution Facility will soon be handled by the Columbia, S.C., center, according to the?Augusta Chronicle.

3. New York

  • Proposed closings:?12
  • Unemployment rate:?8.0 percent

New York?s postal system will see a lot of change this year. The USPS will be shuttering customer service mail processing centers in Amsterdam, Binghamton, Glens Falls and Plattsburgh. A surface transfer center in Binghamton, processing and distribution centers in Brooklyn, Buffalo, Newburgh, Flushing and Garden City, an annex in Melville, a logistics and distribution center in Bethpage, and a delivery distribution center in Monsey will also be closed. New York is the country?s third-largest state by population.

Horse Pet grooming Tips & Tips | welcome to couplacptorde.info

Good proper grooming can behave as a preventative measure to your horses well being dry hooves, picking hooves might help keep thrush at bay and importantly the attention you give the horse throughout grooming signifies that you are more likely to notice any kind of changes or even signals which means you pick through to potential problems prior to chance to reveal. A full system groom can help you notice indicators such as loosening horseshoes, excessive warmth in a location, minor puffiness, rain decay, nasty bug bits, abrasions, lesions on the skin, rashes?.well you get the thought!!

When done correctly grooming is an incredibly developing and comforting experience as well as play a significant part in keeping your current horse balanced and developing a good relationship between equine and owner. Having a excellent grooming plan can help develop trust involving horse as well as owner and that respect may transfer towards the performance you obtain out of the other person. Horses perceptions to proper grooming are individual some farm pets will enjoy it and stay docile and tranquil whilst other people would prefer to be doing anything but ? a bit like babies and bath time!

Pet grooming methods alter depending on the equine and whether or not it part of every day upkeep or even show preparation. But listed here is a guide to principle tools, expertise and techniques necessary:

BASIC Proper grooming KIT

Basics:

? Dandy clean
? Body clean
? Rubber curry comb
? Metal curry comb
? Sponges (two different colours)
? Secure rubber
? Perspiration scraper
? Hoof decide on
? Hoof oil clean
? Hoof oil
? Finish box ? (for me this is key to retaining organised when it comes to grooming!)

Proper grooming STEP BY STEP

Commence your proper grooming process using the curry comb. The actual curry comb is utilized to break way up and loosen dead curly hair and soil. Use mild circular moves as these work at loosening the soil and at comforting your equine. Be careful when utilizing a curry comb on bony locations like the spine and thighs as it can cause the horse pain if not mild. Never utilize a curry on a horse?s encounter; it is not cozy for the equine and way too near the sensitive eyes! Some individuals prefer to utilize a curry glove (the rubber glove with stubs/teeth) instead of the comb ? this is in personal choice.

Next you utilize dandy clean (stiff system brush) this is used usually takes the soil and curly hair loosened using the curry and remove it from the equine ? consequently don?t clean the equine down or you will just pack the soil back into its coat. Use a flicking movement (similar to brushing the backyard) and make sure to follow the feed of your farm pets hair ? you should go to a slight foriegn of airborne debris with every single stroke. Employ this alongside a metal curry comb ? after a number of strokes in the dandy clean draw the brush throughout the teeth in the curry comb to take out the soil.

Finally you wish to finish your current horses cover using the system brush (finish brush). This is designed to smooth down the curly hair and get rid of any traces of left-over soil. You use typical brushing moves to trim the hair. Utilizing a body clean can give your current horse the shiny, clear appearance ? but only when the styling brushes are used within this order!

The final step is to apply stable plastic, sheepskin or even chamois leather to actually give the cover a glow.

Having finished your horse?s system it?s now time for you to pick up his feet as well as clean all of them thoroughly with your hoof pick. (You ought to first have got your teacher show you the easiest way up the horse?s feet). Make certain not to pick-up the horse?s base too high, or even he might unfastened balance. By using the hoof decide on, always scrape away from you, just as you?d probably if you were by using a carrot peeler. You don?t want to inadvertently injure yourself or your current horse in the event that he out of the blue moves or even pulls his foot aside. It is important to thoroughly clean out the hollow areas on sides in the frog, and around the only of the base.

Remember to very carefully sponge out the eyes, nostril, muzzle as well as dock

Today on to the end and tresses ? Using the mane as well as tail there is such a variety of techniques as well as tips according to personal choice and the design you are trying to accomplish, whether you prefer a long flowing mane or possibly a shortened tresses. As a general rule neat the tresses and end with a system brush. Please see our website next month for all our favourite tips and techniques no matter what your preference!

Conclusion every proper grooming session by rewarding your current horse which has a big apply on the throat and a handle (if wanted) for ranking still while being groomed. (I give him the carrot and me a chocolate at this time!)

CCleaner (for Mac )

There's no shortage of tuneup utilities are designed for Windows machines?but what about Macs? Apple computers require tightening, too. The free CCleaner aims to clean up your OS X system (version 10.5 and greater) by managing cookies (bits of data used to track your Web browsing activity), repairing permissions, and freeing up hard disk space. CCleaner worked as touted in my tests, improving system performance, reclaiming GB, and helping protect online privacy, but it didn't improve the overall system performance as well as some other apps we've tested.

Getting Started
CCleaner features a simple gray and white interface that displays the version number and your Mac's system specs (OS version, CPU, RAM) across the top, as well as three vertically-aligned icons in the left column: Cleaner, Tools, and Options. Tapping any of the icons begins the cleaning experience. "Options" is where you tinker with cookies from the various Web sites that you've visited. A site's cookie is listed in the left column ("Cookies To Delete") by default, but should you want to keep them, you can move them to the right column ("Cookies to Keep") by highlighting a cookie and clicking the appropriate directional arrow key. Eliminating the cookies is as simple as clicking the delete button.

"Tools" is the method by which you Uninstall programs. You do this by highlighting an app icon and clicking "Uninstall." You can also Repair Permissions (when access rights are damaged) and Erase Freespace (which writes data over unused space, preventing prying eyes from digging up deleted files with data recovery software). These options aren't well defined; the function descriptions use obtuse language which may cause confusion among casual users.

The meat of CCleaner is "Cleaner," which lets you scrub the system and get rid of junk files. Clicking "Analyze" causes the app to scan your Mac's hard drive and return a report detailing the number of files found and their sizes. CCleaner returned nearly 4,000 junk files when I ran the program, which the program removed after I clicked "Delete." It was super-simple.

Marginal Performance Improvements
I tested CCleaner's ability to whip a Mac back into shape by performing three tests?running the Geekbench (a set of benchmarks designed to measure CPU and memory performance), measuring boot times, and transferring a 1.1GB folder of mixed media to external storage?before and after running the software to compare the computer's potency. Each test was run three times and averaged. Before CCleaner scrubbed the system, the 1.83-GHz Intel Core 2 Duo Mac Mini with 1GB of RAM, and 80GB hard drive achieved a 2,540 Geekbench score, booted in 56.7 seconds, and transferred the 1.1GB folder in 1 minute and 27 seconds.

There wasn't much system performance enhancement after running CCleaner in terms of GeekBench numbers. In fact, the GeekBench score didn't budge?it remained exactly the same. That said, the boot time decreased to just 49.2 seconds, the file transfer speed dropped to 1 minute and 8 seconds, and the app recovered over 3GB of hard drive space.

Should You Use CCleaner?
If you're looking to give your OS X laptop or desktop a shot of new life, CCleaner is a solid choice. It's free, simple to use, and most importantly, effective. Its GeekBench performance was a bust, and two poorly-defined features may cause you to consult Google for explanations, but don't let that stop you from downloading this OS X utility.

Located at the southwestern tip of South America, Tierra del Fuego National Park is Argentina?s only national park on the coast. The park is a paradise for outdoor sports like climbing, fishing, kayaking, and of course backpacking. With its amazing scenery, including forests, mountains, and glaciers the region is very similar to the Torres del Paine.

?

The park is loaded with many unique adventures to choose from including the frightening ice caves of Alvear Glacier. A popular destination for people trekking in Argentina, the Ice Caves were carved by water flowing underneath the glacier. This is no doubt one of the most unique experiences you will ever find, and a trip into the caves will leave you with a story to tell for years to come. You definitely don?t want to miss this place while backpacking in South America.

?

These are just a few of the exciting places to visit while backpacking in South America. It will be hard to see all of these places in just one trip. However, no matter which one you choose, you?ll be left with a lasting memory and a story to tell for years to come.

'Battleship' Director Peter Berg Always Wanted To Make A Navy Movie

It's sort of hard to figure out what Peter Berg's angle is. The same guy who directed the original superhero flick "Hancock" also gave us the wonderful teen TV drama and movie "Friday Night Lights." He also gave us serious thrillers like "The Kingdom." His latest film "Battleship" -- a blockbuster adaptation of the classic [...]

Losing My Religion ? Should Anyone Care? The Social and ...

bible and rosaryReligion gets a lot of bad PR these days.? Some of it is certainly deserved.? Much, I would argue, is not.? But all of that begs the question, ?Does religion?provide any objective purpose for the psychological health of the person and the good of society??

Benefits of Religious Faith:? All in Your Head?

It?s an important question, especially as more and more people jettison religious faith in favor of more subjective, personal, spiritualities.? According to the Pew Research Center, the rate of 18-29 year olds jettisoning religion has doubled from 8% to 16% over the last 10 years.

If religion is merely a personal affectation?something done in private for one?s own pleasure?then throwing it over for a more self-styled spirituality?or nothing at all?just makes sense.? But what if religion?offers more specific and robust?benefits to?psychological health and the health of society than personal spirituality?? What if there?are objective?benefits to following a specific creed, participating in specific rituals, and actively associating and worshipping with a particular group on a regular basis?

Does the person and society as a whole lose something if it jettisons, specifically, religious faith?

A Question of Science, Not Faith.

I want to be clear that these questions go beyond both?the truth claims of any particular religion and the issue of whether religion is personally meaningful or not.? The question of?any objective benefit?of?religion to the person?or society?is really one of social science?psychology, anthropology, and sociology, especially.? Obviously, religious people subjectively?think that religion is useful, but why? Perhaps they?re just deluded.? Psychologists going all the way back to Freud have argued that possibility.? Does it really all just come down to religion giving people a warm-fuzzy feeling inside?? ?And why should non-religious people care about religion at all?

Freedom and Dignity

It would be easy to say that religion concerns itself with ?the big questions.?? But the truth is, no one needs religion to (with apologies to Douglas Adams) contemplate life, the universe, and everything.? Almost everyone is fully capable of asking those questions without a creed, rituals, or?a group to support them.

But I would argue that what a person and society does need religious faith for is to proclaim and protect the dignity of the human person and the value of authentic freedom.??Atheists like Christopher Hitchens and Richard Dawkins have correctly noted that you don?t really need religion to be?moral or good.???? But?even a casual look at the data seems to suggest that?as religiosity of a particular society decreases, human rights abuses increase.

As a society actively (like in communist countries) or passively (as in the consumerist West) stamps out religion (and?I?m not just speaking of Judeo-Christian faiths, but?virtually all religious faiths)?two things happen:??First, society begins to see people as things.? Second, people begin to see themselves as things.? And when people become depersonalized, ?thing-ified? if you will, psychosocial health suffers to the point of non-existence.

Reason?Without Faith is Nihilism

People are capable of great feats of reason on their own, but without religion, people struggle with significance.? There?s an old saying that goes, ?Some people know the price of everything but the value of nothing.?? That?s reason without faith.?? Without faith, people too easily begin to think of themselves and each other as things, as merely means to a particular end.? Every person has a price.? But no one is valued.

Religion:??Meet Needs AND Respect the Person?

Human beings tend to be pragmatic by nature and we stink at delaying gratification.? We see a need and we want to fill that need in the quickest way possible.? Unfortunately, the quickest way to fill a need usually involves treating people (others and ourselves) as things.? When?I?m hurting, the last thing I?m prone to care about is human dignity and?freedom.??I just want to meet my need.? Now.? By any means possible.??What?s the quickest way to meet a sexual need?? Porn or prostitution.? What?s the quickest way to win a domestic argument??? Treat my spouse like a punching bag.? What?s the quickest way to meet an economic need?? Treat workers like slaves.?? What?s the quickest way to achieve a political goal?? Treat people like?cattle to be hearded?instead of citizens?deserving of?respect.

And though these may be the quickest means to meet particular ends, they are hardly means that respect the dignity and worth of the human person.? The thing is, it is difficult to object to these practices on reason alone.? All reason can tell us is that people are bags of meat.?Reason can tell us that consciousness exists, but it?can?t tell?us the significance of that fact.? Reason can tell us that, generally speaking, it?s?better for me to treat others with respect?unless I can get away with doing otherwise.???If I have the power to shield myself from the consequences of my actions, why?shouldn?t I treat people as things if it would benefit me?? It simply isn?t reasonable to think otherwise.

Likewise, because they are personal, individual spiritualites tend not to stand up well to social pressure.? Individual spiritualities thrive where religions have made it safe for them to grow.? But when religous faith is stamped out, mere pragmatism?the organized thing-ification of persons?kills spirituality altogether.

The more a person is treated, or treats themselves as a thing, the more they break down.? The cost of porn?? Sexual addiction, depression, lost work hours, broken marriages and families.? The cost of prostitution and sexual trafficking?? Post-traumatic stress, depression, addiction.? The cost of domestic violence?? Depression, suicide, anxiety, addiction, broken marriages and families, and an increase in?all manner of psychosocial disorders in?children.?? The cost of inhumane working conditions?? Depression, suicide, anxiety.? The cost of political oppression?? All of the above.

The Life You Save May Be Your Own

When mainstream?religious faith is in conflict with a particular society as a whole, or with particular groups within a society, it is almost always because?a religious faith is asserting that?a?particular means by which a person or society is?attempting to?satisfy a particular need?runs contrary to the?dignity?or freedom of the human person.

Whatever you think of the nature of their respective creeds, Christianity, Buddhism, Falun Gang, are all mercilessly persecuted in China because they assert that persons must be more than cogs in the system.? Whatever you think of their particular claims,?progressive Christianity came under attack during the civil rights movement just as ?traditional Christianity is?now under legislative attack?in the US because it asserts that certain efficient means of solving social problems are beneath the dignity of the human person.? In every case, it is organized, religious faith?much more than even individualized spiritualities which, because they are personal, tend to be easily subverted by outside pressures?that has the power to inspire people to realize that they are worth more than others (and even they, themselves) say they are.? It is religious faith that consistently asserts, as?point of revelation as?opposed to mere reason, ?that people must be treated as persons, not things.

Moreover, it is organized?religious faiths, more than personal spiritualities, that have the organizational?power to demand social change and?encourage?personal growth and change in a manner that is respectful of the person and the groups those persons participate in (family, work, society).

So, whether you are a believer or not,?the next time?religious faith stands in opposition to a pet solution you favor, stop and consider whether your impulse is driven by a pragmatism that has not considered the dignity and worth of the people around you.????As Flannery O?Connor once put it, the life you save may be your own.

UPDATE:? 2/20 at 10:48pm E.? In a happy coincidence, here?s? The New Statesmen?s review of a brand new book on exactly this topic.? Religion for Atheists.? A Non-Believers Guide to the Uses of Religion?Alain de Botton.? Enjoy!

Personal Injury Attorney ? How to Choose the Right OneWhy You ...

In the end, everybody is faced with a lawful difficulty that?s over and above their own ability, and locate that they are going to have to retain an attorney.

While you are in cases like this, to find the very best legalised help feasible, medical malpractice lawyers Phoenix pick out a seasoned legal representative to help you to identify the right path by means of each of our challenging legal system.

Nevertheless, finding the right legal professional for the situation is usually a complicated project. Since the subject material is one thing that you probably realize minimal with regards to, it might be very difficult to decide if this is the actual legal professional you decide on would be the right one for the job. If you were damage automobile crash, maybe you are hurting, lacking deliver the results, and worried about health care payments, which allow it to become sometimes more challenging to pay attention to finding the best attorney.

It?s actually not commonly a prudent shift to select an attorney at law in line with the ads you see in the media. Despite the fact that each one of these corporations have many finances to pay extra for TV time period, the commercials really don?t let you know everything relating to capacity to cope with your own personal lawful situation. These kind of attorneys may very well be superb at generating advertisements, but the truth is aren?t looking for a area to get your family members to eat or even the greatest motor vehicle to buy. You will need knowledgeable a lawyer. If you decide on legal counsel which includes ads on television system, that?s okay : simply don?t generate people advertisements the only real explanation you have made your selection to use these folks.

Instead of deciding on a lawyer through an advert in the media, look for persons you know could primary someone to a superb attorney at law they have applied all of which will vouch for. Friends would be the first persons you need to ask, in addition to co-workers can be very beneficial. You would possibly find out people who have had to employ an attorney at law throughout their particular lifestyles, and they can discuss with anyone in regards to the law firm they will chose to apply. However, make certain that the one that they advise works with the sort of legitimate circumstances you?ve got.

The web is an great resource to find a fantastic attorney. Hunt for neighborhood lawyers this train the kind of law you may want. One example is, living inside Az and get been involved in an automobile crash, make use of the key word phrase ?personal damage legal representative Phoenix? to find the names involving community attorneys. In addition, opportunity away some neighborhood evaluation web sites, like Yelp, Kudzu, and Vendor Eliptical. There?ll most likely end up being various critiques along with assessments in the law firm close to you. This will likely make your quest a great attorney easier.

Once you?ve decided on a great probability, set up a moment for any discussion go over your position. The vast majority of attorneys give a free appointment, often by telephone and also in the flesh. This will help evaluate if this is actually the legal representative you would like. If you can not process of modeling rendering him or her, progress. There are a variety of lawyers, and you?ll find an individual that you prefer and start feeling confident around.

Continue to keep these points under consideration when scouting for your attorney:

A person) The legal representative need to center on particular sorts of lawful perform. As an example, while offering house, you need an actual est legal representative; in case you have suffered an injury in the vehicle accident, you might need a personal injury attorney.

2) It is recommended to get an attorney right away while you are in a very dilemma predicament, by way of example significant injury coming from a motor vehicle accident or even a wrongful death case.

3) A legal professional which can take cases to help trial run consistently is rather distinct from an attorney at law in whose major objective would be to merely settle the truth ? as well as insurance companies know the big difference. Legal representatives that will take care of cases of divorce eventually plus individual bankruptcy the following probably won?t have enough as well as competence in making the particular important determination your own legitimate circumstance demands.

Four) Guarantee the attorney at law that you are seeing is the same one who may manage your instance. Oftentimes scenarios will probably be given on to reduced levels lawyers once you?ve produced investment with all the corporation. This could make you in a situation wherever you have to help an attorney you don?t like or maybe have faith in, that is certainly never give up you wish.

It is really really worth bothering in addition to spending some time for top level lawyer to manage your current scenario. When you have located your lawful extramarital affairs within reach of good legalised local authority, you can depend on that he / she features your own interests planned.

'Colbert Report' to return Monday after absence

(AP) ? A representative for Stephen Colbert says "The Colbert Report" will return Monday after a sudden break due to the ailing health of the star's mother.

The Comedy Central show last week substituted repeats for scheduled shows on Wednesday and Thursday. At the time, the network said only that the cancellations were because of "unforeseen circumstances."

Colbert is expected to address his absence on Monday. His 91-year-old mother, Lorna Colbert, is ill.

Earlier on Twitter, Colbert thanked those who had offered "thoughts and prayers."

Colbert's father, James Colbert, and two of his brothers were killed in an airplane crash in 1974.

TuneCore To Host Nashville Artist/Writer Copyright Sessions ...

Nashville artists and songwriters will gain a chance to hear about TuneCore from its Founder/CEO Jeff Price on February 27 in a free presentation entitled ?Every Artist?s Six Legal Copyrights: How They Generate Money, Where Your Money Is and Why You Aren?t Getting It.? There will be Q&A during the discussion and a meet & greet after the event which will take place at the Embassy Suites Commodore Room, located at 1811 Broadway, Nashville from 5:30-9 p.m. To RSVP email: artistpromotion@tunecore.com

Price will also be interviewed by Belmont University?s Harry Chapman earlier that day at the Massey Performing Arts Center. (A link to information about both Feb. 27 events can be found here.)

Jeff Price

According to Price, ?In 2009 and 2010, TuneCore Artists and songwriters sold over 400 million units of music generating over $170 million dollars in gross music sales.? TuneCore describes its services saying, ?TuneCore goes direct with music services to collect digital public performance royalties for songwriters?which brings the songwriter earnings of up to 25% more with complete transparency and an audit trail. When you use TuneCore for distribution, we can use your distribution information to assure they are paying every penny owed to the songwriter.??TuneCore monitors on the songwriter?s behalf, but does not collect royalties for non-digital public performances which are collected by ASCAP/BMI/SESAC.

(For a complete list of royalties collected by TuneCore click here.)

Price, who has appeared in national press outlets like the New York Times, Wall Street Journal, ABC News and CNN, has been a strong advocate for songwriter rights and claims that the mechanical royalties due from streams, downloads (outside of the US & Mexico) and physical sales are not being collected fully for songwriters. ?The digital stores that stream and sell downloads do not have your songwriter information,? Price warns. ?Therefore the money goes unclaimed. The TuneCore Songwriter Service registers your information with the stores, song by song, so you get paid. We also license and collect royalties for print, ringtones, synchronization fees (for film and TV licenses) and collect directly from some digital stores for streaming performances.?

(AP) ? The world's worst prison fire in a century happened in a lockup like many in Honduras: a decrepit, suffocating place of overcrowded, dark cellblocks where many inmates were accused only of petty crimes.

Experts warn a similar disaster could happen again in Central America, where a decade of crackdowns on drug trafficking, gangs and out-of-control street crime has left the region dotted with fire-prone prisons often crammed with more than twice the number of inmates they can safely handle.

"You have this tremendous public security crisis and the quick answer that prevailed for all of these years is 'iron fist,'" said Jose Miguel Vivanco, Americas director for Human Rights Watch.

"By 'iron fist,' you mean increasing penalties, making it more difficult for prisoners to get out of prison," he said. Inmates languish for months, or even years, as their cases slowly move through backlogged judicial systems.

Honduras implemented laws in 2003 that doubled the maximum penalty for being a gang leader to 12 years incarceration. Officials also applied a loose definition of gang leadership, locking people up for having gang tattoos or other signs of apparent criminal affiliation.

That started a wave in Central America, where countries like El Salvador and Guatemala passed their own laws against "Mara" street gangs.

"When the anti-mara laws were approved, that caused a saturation of mara gang members in all of the prisons, it was no longer just common crime," Inestroza said.

By 2008, the latest year for which figures are available, Honduras' prison system had nearly 38 percent more prisoners than it was built for, according to the London-based International Centre for Prison Studies.

Conditions were ripe for disaster Tuesday, when a fire set by an inmate raced through overcrowded Comayagua prison, burning and suffocating 356 screaming people in their locked cells as rescuers desperately searched for the only set of keys to the facility.

Only six guards were on duty, responsible for 852 prisoners. And the guard with the keys fled, leaving hundreds to burn in their cells.

"The conditions at all 25 prisons are really the same as they were in Comayagua," said Renan Inestroza, a congressman with Honduras' governing National Party. "There is tremendous overcrowding."

"The guard personnel in all of the prisons aren't trained in how to handle this type of emergency," he said.

It's the same throughout much of Central America: Prisons in El Salvador are at 253 percent capacity, according to the International Centre for Prison Studies, and lockups in Guatemala at 160 percent. Panama's prisons are filled with nearly twice as many inmates as they were built for.

"This is a structural problem that we're suffering from in the entire Central American region and it's due to the weakness of our prison policies," Salvadoran President Mauricio Funes said. "The prisons are overcrowded, they're overpopulated, and this is a warning call."

An inferno like the one at Comayagua ? the third deadly prison fire in a decade in Honduras ? could happen anywhere in the region, he warned.

In Geneva, the U.N. High Commissioner for Human Rights called on Friday for a "thorough independent investigation" into the Comayagua fire.

The U.N. agency "is concerned that the problems affecting prisons are by no means confined to Honduras," spokesman Rupert Colville said. "In recent weeks there has been a wave of violence in prisons across Latin America, resulting in loss of lives in Uruguay, Argentina, Venezuela, and Chile."

"These events reflect an alarming pattern of prison violence in the region, which is a direct consequence of, or aggravated by, a range of endemic problems including chronic prison overcrowding, the lack of access to basic services such as adequate floor space, potable water, food, health care, and lack of basic sanitary and hygienic standards," Colville added. "Such conditions are exacerbated by judicial delays and excessive resort to pretrial detention."

Justice systems in Latin America differ greatly from that of the United States, where defendants are presumed innocent until proven guilty and many cases go before juries. Napoleonic Code-based systems in many Latin American countries require defendants to prove they are not guilty if an investigation results in their arrest.

"A huge reason for the overcrowding is just all these people waiting for trial," said Mark Ungar, a professor of political science at New York's City University Graduate Center who has visited prisons around the region, including the three in Honduras that were hit with disastrous fires.

He said Honduras was an extreme example of prison dysfunction, where the overcrowding found around the region combined with chaotically bad administration and extreme problems with prison gangs.

"The way they lock them up in these quarters, there's no escape route," Ungar said. "It's an extreme inattention to the physical condition leading up to fire. It's unbelievable how this happened again."

Maria Leticia Alvarado said her 27-year-old son, Gerson Orlando Ortez, a taxi driver, had been in Comayagua for four months, accused of trying to steal a wallet. She said a lawyer told her the maximum prison sentence he could have faced if convicted was a month less than he had already been in prison.

"But he hadn't even been given a hearing yet," she said. Her son is now among those listed as dead in the disaster.

"They catch someone stealing a hen and they put them in jail for 50 years, but the big criminals, the white collar criminals, they never catch them," Alvarado said.

Vilma Nunez, president of the Nicaraguan Center for Human Rights, said the crisis in Central American jails is so serious that what happened at Comayagua could occur anywhere in the region.

"The situation in penitentiaries in Central America is very, very serious and comes from overcrowding, lack of security, poor conditions and the inhuman treatment that these people receive from their jailers," Nunez told Nicaragua's Channel 15 television station.

In Brazil, critics say authorities long ago lost control over the activities of the 514,000 inmates in that nation's more than 1,200 prisons. Jailbreaks are routine and prison uprisings happen with frequency. Top drug gang leaders maintain their grip on power in the slums across the nation from behind bars.

In its 2011 country report on Brazil, Amnesty International said that "torture, overcrowding and degrading conditions continued to characterize the prison and juvenile detention systems where lack of effective control led to riots resulting in a number of deaths."

The report went on to note that Brazilian prisons "remained severely overcrowded and inmates were held in conditions amounting to cruel, degrading or inhuman treatment."
